Foreigners travel to India to find surrogate mothers

A legal vacuum has enabled surrogacy to become something of an industry in India whereas in many countries, including Australia, the practice is illegal.
Now, the Indian government is considering new surrogacy legislation which is proving controversial.

New research predicts that the rapid growth in high speed broadband will double the amount of electricity needed to run the internet in Australia.
University of Melbourne researchers say increased services such as video on demand will put pressure on the system and create energy bottlenecks that are not sustainable in the long term.
They say growing amounts of energy are needed to power and cool the massive machines that run the internet servers, routers and data centres.

Bylaw proposed to microchip Papuans with HIV/AIDs


A local doctor and legislator in the Indonesian province of Papua has sparked outrage by announcing that he expects to pass a by-law to make it legal to "microchip" Papuans with HIV/AIDS.
Dr John Manangsang says the plan has the backing of the Papuan provincial parliament and will enable authorities to the activities of what he called "sexually aggressive" Papuans with AIDS.

The Australian government has launched a strategy to provide people with a disability in developing countries, with more support.
The government says women and children especially face barriers which prevent them from participating in society and says its new strategy aims to improve the quality of life for the disabled.
About 650 million people in the world live with a disability and 80 per cent of these live in developing countries, including the Asia-Pacific.

Singapore court fines Wall Street Journal for contempt


Singapore's High Court has imposed a substantial fine on the publisher of the Wall Street Journal for contempt of court; the largest fine ever levied against a media organisation.
The high-profile media outlet's publisher has been fined 16 thousand US dollars for two editorials published earlier this year.
The High Court ruled the articles insinuated a lack of impartiality, bias, and a lack of independence within the Singapore judiciary.
The Dow Jones Publishing company has denied the material contained in the articles constituted contempt and expressed disappointment with the judgement.
